摘要: | 110年4月2日臺鐵局發生0402太魯閣號事故,係因異物入侵營運軌而發生災害,也是臺灣鐵路史上目前最重大傷亡事故,故臺鐵局引進電子輔助瞭望員希望重建臨軌工程安全制度,同時鐵道局轄管鐵路新建工程也分別引進電子輔助設備希望能有效提升臨軌施工安全。為釐清導入電子輔助設備是否有益於減少異物入侵營運軌之情形,本研究透過探討鐵道局北部工程處損壞臺鐵局設備案例,檢討其發生原因及精進作為;針對國內鐵路工程電子輔助設備安裝前後進行經費、建置工期、判斷準確率、通報提早時間、優點、缺點等項目進行比較;邀集5位鐵路工程相關人員及利害關係人進行訪談,針對電子輔助設備安裝前後提問並取得回饋建議;歸納電子輔助設備安裝前後對 於工程安全衛生檢查缺失之關係,以及探討鐵道局頒程序書關於電子輔助設備內容。 最終透過案例探討、專家訪談以及歸納工程安衛檢查次數及缺失次數相對關係,除取得電子輔助設備建議設置經費,同時確認電子輔助設備對於臨軌工程有益於減少異物入侵營運軌情形,確實提升臨軌工程安全防護成效。;On April 2, 2021, the Taiwan Railways Administration (TRA) experienced the 0402 Taroko Express train accident, which was caused by the intrusion of foreign objects onto the operational tracks, resulting in a significant disaster. It is currently the most severe casualty incident in the istory of Taiwan′s railways. In response to this, the TRA ntroduced electronicassisted observers with the hope of rebuilding the safety system for trackside construction. Additionally, the Railway Bureau, overseeing new railway construction projects, also introduced electronic-assisted equipment separately,aiming to enhance construction safety along the tracks. To assess whether the implementation of electronic-assisted equipment is beneficial in reducing the incidence of foreign object intrusion on operational tracks,this study first examines cases of damage to TRA equipment by the Northern Region Engineering Office of the Railway Bureau, and reviews the causes and improvements made in response to these incidents. It then compares various aspects such as funding, construction period, accuracy of judgments, notification advancement time, advantages, and disadvantages before and after the installation of electronic-assisted equipment in domestic railway engineering projects. Five railway engineering professionals and stakeholders were interviewed to gather feedback and suggestions regarding the installation of electronic-assisted equipment. The study finally summarizes the relationship between the installation of electronic-assisted equipment and the deficiencies identified in safety and health inspections before and after installation, and explores the Railway Bureau′s procedural guidelines concerning the content of electronic-assisted equipment. Ultimately,through case studies, expert interviews, and summarizing the relative relationship between the frequency of safety inspections and deficiencies, the study not only obtains recommendations for the budget for setting up electronic- assisted equipment but also confirms that such equipment is beneficial in reducing the incidence of foreign object intrusion on operational tracks. It indeed enhances the effectiveness of safety measures for trackside construction. |
