    Abstract: 路面的平整是人民對政府最直接的滿意度,是經濟發展的命脈,平坦度(Roughness)也是用路者對行駛路面最直接的感覺,所有道路若如高速公路平坦舒適,人民滿意度將無限上升。事先的整修道路選擇及整修後的檢驗必需快又準確,因此採用國際粗糙度指數(International Roughness Index 簡稱IRI),IRI指數除可為道路養護機關共通的標準,更可與國際接軌,人手孔的施工方式也直接改善了道路的平坦度,讓用路人更舒適平坦。 藉多年施工經驗,將實際施工經驗融入精實營建(lean construction )之概念,提出各施工階段的流程之不合理處,將不合理之施工程序改變。因改變不同的施工流程,會產不同的施工過程,瀝青混凝土廠改變配送之方式,工地也改變施工流程。據此可以了解刨除過程之改變,直接影響到瀝青混凝土鋪築的效益,另一方面遇到專案時瀝青混凝土廠,以專案方式供料,工地施工也可縮短工期進而提升道路品質,延長道路使用年限及行車舒適。 Smooth and organized streets are the most direct satisfaction level citizens have towards the government. They are also the core value of economic development. Smoothness is also the most direct response road users have while using the streets. If all the streets could be as smooth as highways, citizens’ satisfaction level will arise by far. Deciding to repair and organize streets in advance and afterwards follow up must be fast and accurate. Therefore, we adopt International Roughness Index (IRI). IRI can not only serve as a function of a guideline of Road Maintenance Bureau, but can also help connect with the universe. manhole construction method also directly improved road smoothness hence provide more comfort and smoothness to the road users. Through years of experience, to integrate the concept of lean construction by bringing unreasonable places of procedures at each constructing stage up and hence able to make adjustments towards those unreasonable procedures. Due to the change of different constructing procedures, different constructing process will occur. For example, bituminous concrete factories change methods of transportation as well ass construction sites change constructing procedures. As a result, change of excavating process can be understood. It directly affects the benefits of pavement of bituminous concrete. On the other hand, when it comes to special projects, bituminous concrete factories supply materials via special project methods; constructing period can also be shortened at constructing sites and therefore, enhance road quality and extend the usage of roads and comfort of driving at the same time.
