    Abstract: 勞動品質指標之建立為台灣永續發展中重要的一環,於國科會現在推動的「永續台灣:願景與策略」研究計畫的「永續台灣評量系統」的計畫中,它特別針對台灣環境污染、生態資源、社會壓力、經濟壓力與制度回應等五大領域訂定了83 個指標,以作為未來評量台灣永續性的常態機制。本研究計畫依國科會永續會之規畫,另以勞動品質指標的建立為研究重點,而是項指標的建立亦可視為上述「社會壓力」與「經濟壓力」與「制度回應」下的一項重要衡量工作,而是項工作的完成,將可對台灣永續發展提供重要的指標性參考依據。於90 年度時,經國科會永續會之補助,本研究團隊已完成台灣製造業受雇勞動力品質指標之建立。於本研究計畫中,我們擬以三年期的期間完成台灣勞動品質指標之建立。具體而言,本研究計畫於第一年中(2002 年8 月至2003 年7 月,已完成)的重點工作即是在於台灣公用事業受雇勞動力品質指標之建立;而於第二年研究期間(2003 年8 月至2004 年7 月,執行中)工作重點則是在於台灣1990-2001 年服務業受雇勞動力品質指標之建立﹔最後於第三年研究期間(2004 年8 月至2005 年7 月,即本研究團隊所提的計畫年度中)將特別針對尚未建立勞動品質指標的營造業建立起該行業的LQI,其處理方法與前述製造業、公用事業等行業相同。在掌握了營造業、製造業、公用事業及服務業等各業之勞動力品質指標之後,則將致力於製造業受僱人力品質指標與營造業、公用事業及服務業受僱員工人力品質指標作整合,期能建立起台灣1990-2002 年總受雇勞動力品質指標。是項台灣總體受雇勞動品質指標之建立不但能具體地衡量台灣整體勞動力品質的變化,並且亦可藉此探討台灣勞動力結構的變遷與人力素質的變化對台灣永續經濟發展的影響。本子計畫將配合總計畫各年度、各行業的規劃,為勞動品質指標重新思考與評估其架構中所有與工作倫理、安全與衛生、及員工管理模式等相關指標之合適性;搜集、整理與計算相關資料;以及分析勞動品質指標在這些分類與變數上之趨勢變化。是項台灣總體受雇勞動品質指標之建立不但能具體地衡量台灣整體勞動力品質的變化,並且亦可藉此探討台灣勞動力結構的變遷與人力素質的變化對台灣永續經濟發展的影響。 The Establishment of the Labor Quality Index (LQI) is one of the important tasks in ensuring the sustainable growth of Taiwan. Currently, the Commission on Sustainable Development Research of the National Science Council (NSC) is sponsoring the project on 「Sustainable Taiwan: Vision and Strategy,」 and the establishment of the evaluation system is one of the three main tasks of this Sustainable Taiwan research project. It is noticeable that under the establishment of the evaluation system sub-project, it has established 83 different indexes in order to cover Taiwan』s five important aspects, namely, environmental pollution problem, ecological resources, social pressure, economic pressure and system response. This proposal is a direct response to echo NSC』s call for proposals in order to establish a more comprehensive labor quality index for Taiwan』s Labor market. We believe such index can be regarded as another important measurement for the social and economic pressures as well as the system response for the sustainable growth in Taiwan. As such, the completion of such LQI index can be served as an important reference for monitoring Taiwan』s sustainable growth. In 2001 (from August 2001 to July 2002), the NSC sponsored this research team to establish the LQI for Taiwan』s manufacturing sector. In this project proposal, we have proposed a three-year project to establish a complete LQI for Taiwan』s labor market. More specifically, this research proposal proposes that in the first year (from August 2002 to July 2003), we are concentrating our effort in establishing the LQI for public sector; and in the second year (from August 2003 to July 2004) we shall concentrate our effort in establishing the LQI for service sector. Lastly, in the third year (from August 2004 to July 2005, i.e., in this project proposal) we shall try to integrate the LQIs for manufacturing sector, for public sector, and for service sector all together and try to establish the over-all LQI for Taiwan』s labor market for the period of 1990-2002. The establishment of such index can thus enable us to measure the changes and trend for the quality of labor in Taiwan. In addition, this important index will also enable us to evaluate how will a change in labor structure and labor quality affect the sustainable economic development in Taiwan. The sub-project shall corporate with the three years plan of the integrated project to investigate the suitability of the chosen variables, the collection of the corresponding statistics, the conversion of the statistics into index, and the analysis of the changes in the index. In compiling the LQI this sub-project shall specifically examine the three important labor quality factors:work ethics and industrial relation, health and safety, and labor empowerment. As for the research method, we shall not only make an in-depth study on the representative variables, data source, and data collection for the three quality factors; the study will also collect relevant data for manufacturing, service and public utility industries. The establishment of such index can thus enable us to measure the changes and trend for the quality of labor in Taiwan. In addition, this index will also enable us to evaluate how a change in labor structure and labor quality will affect the sustainable economic development in Taiwan. 研究期間:9308 ~ 9407
