摘要 本研究目的在探討臺北縣客家事務局和客家社團推動客家文化活動的互動情形,觀察當中各部門間的網絡關係。採用文獻分析法為基礎,再以問卷調查和社會網絡分析工具,進行臺北縣客家事務局和客家社團之間的互動網絡關係,並以中心性強的社團進行深度訪談。 研究發現,臺北縣客家社團經費來源大多依賴臺北縣客家事務局,台北縣客家事務局是資源整合的中心,核心的領導者,臺北縣客家社團則是推動客家文化基層的使命者。透過跨部門合作模式關係,和資源依賴的原則下,彼此有良好的互動,和密切的關係網絡。但由上而下的互動模式,經費的齊頭式平等,社員老年化,發展社團自身特色和跨部門整合都是未來需要調整和努力的方向。最後,研究者認為臺北縣客家事務局與社團互動的模式,特別採取行政區劃分的經營模式,可供其他縣市政府在經營客家事務的比較和參考。Abstract This study aims to discuss the interactive condition when Hakka affairs Bureau of Taipei County Government and Hakka association in Taipei County promote Hakka cultural activities and observe the network relation between different departments. This study uses document analysis method as foundation, with questionnaire investigation and social network analysis tool for the interactive network relation between Hakka affairs Bureau of Taipei County Government and Hakka association in Taipei County; an in-depth interview is carried out with the central oriented organization. The research result discovers that the funding of Hakka association in Taipei County mainly depends on Hakka affairs Bureau of Taipei County Government; the Hakka affairs Bureau of Taipei County Government is the center of resource integration and the core leader; the Hakka association in Taipei County is the foundation of promoting Hakka culture. With the cross-department cooperation model and the principle of resource dependent, there is a good interaction and close network relation in-between. However, due to top-to-bottom interactive model, even fund for all, aging of members, the development of organization’s characteristics and the cross-department integration will be the direction for the future. At last, the researcher believe the interactive model between Hakka affairs Bureau of Taipei County Government and Hakka association which is based on the business operation of administrative divisions can be used as reference or comparison for other County Governments when managing Hakka affairs.
