平鎮義民社區在台灣社區發展的過程中是一個特殊的案例，社區的發展與地方信仰密不可分，義民社區在發展的過程中，義民廟扮演著重要的支持者角色，義民社區的治理也由家族的治理模式轉型為公益網絡的治理模式，本文研究義民社區之社區治理，分別以組織與人力資源兩種型態切入研究義民社區之社會網絡，研究發現，在組織型態中，義民廟與義民社區的網絡關係非常密切；在人力資源型態中，義民廟與社區發展協會的網絡關係具有高度的重疊性，亦即義民社區的發展過程是從義民廟開啟。本研究針對未來的社區治理提出幾項建議：（1）內部穩定是社區發展的先決條件；（2）建構暢通的網絡系統；（3）瞭解社區特色；（4）兼顧多數人利益；（5）引進外部資源；（6）瞭解政府政策動向；（7）結合社會福利。這樣才能真正結合社區與政府的力量，做好社區發展，增進社區福利。There is a close collocation between community development and local religions. The development of Yimin community (DOYC) in Pingjen City district is a special instance in Taiwan. Yimin temple (YT) plays a significant role in terms of bolster. The method for administration was converted from mode of clan into public welfare network. The aim of this study is to investigate the administrative mode of YC. The social network of YC was discussed from two points of view: organization and human resource. The research findings are as followings: there is a close tie between YT and the network of YC in terms of the organizative point of view while the connection between YT and the network of YC is highly overlapping in terms of human resource’s type. That is to say YT initiated DOYC. Suggestions were made for future DOY to raise the benefit and bring growth to the community: a.the prerequisite of community development bases on inner stability; b.it is imperative to construct unhindered network channels for communication ; c.it is vital to understand special features of the community; d. it is necessary to give consideration on benefit of the majority ; e.it requires to introduce resource from outward world; f.it is essential to conceive the evolution of public policies; g.it is imperious to collaborate the development with social welfare.
