;Behavioral control theory posits that a controller can ensure a controlee works towards controller goals through the use of different control modes. Complex projects pose particular challenges for applying control because of the dynamism and uncertainty involved. Prior studies suggest informal control can complement formal control. However, there is little in-depth explanation for how and under what conditions the complementarity occurs. Part of the answer rests on how control is enacted. This 3-year project attempts to address this issue from the perspective of control enactment. A case study will be designed and executed in the first year. In the second year, a grounded theory will be developed. Important factors derived from the findings of the first two years will be included in a large-scale survey study in the third year.
