    Abstract: 隨著資訊科技的迅速發展,當代政府無不致力於將科技技術應用於政府政策之行銷與推動,我國在第四階段電子化政府時期強調促進公平政策參與及強化政府資料開放,期望促使政府與人民建立夥伴關係並達成協力治理。本研究以「公共政策網路參與平臺」(Join平臺)為研究個案,首先蒐集民眾成功提案且受政府回應之內容,藉由內容分析方法探討公民如何藉由網路參與公共議題的討論?其參與過程為何?再者,藉由質性分析資料探討行政機關如何回應網路公民偏好?第三,探討網路公民參與對於政府與公民關係帶來何種影響?研究發現公民偏好具有不同的政策類型、政策政治樣態及提議訴求,但政府參採程度不受議題型態影響。而是民眾提議內容若與現行法令、行政機關政策立場一致,則受政府採納程度也愈高。最後,公民現階段已具有設定議題之權力,但網路公民參與目前僅作為政府偵測民意風向之工具,與開放政府下之協力治理目標尚有一段差距。;As the progress of Information and Communication Technologies (ICTs) accelerates, government is committed to applying technology to the marketing and promoting policies. Government emphasized the promotion of fair policy participation and the strengthening of open data in fourth generation of e-government project. Taiwan expect to promote partnerships between governments and people, achieving collaborative governance. Using Public Policy Participation Platform as a case. First, this study collected the contents which people successfully proposed and got government response, and analyzed the process of E-participation through content analysis. Second, analyze administrative government responses that citizen prefer. Third, explore the impact of online citizen participation on government and itizenship. The research result shows citizen preferences have different policy types, policy politics and appeal, but these factors do not affect government decision-making. Instead, that citizen preferences are consistent with laws or administrative policy position affect government decision-making. Finally, citizens have agenda setting right but just as tool that government detects public opinion. There is still a gap between achieve open government and collaborative governance.
