自1970年代以來,世界各國紛紛面臨市場與政府失靈的狀況,間接民主體制先天的結構性限制為原因之一,為解決此一問題,便逐漸發展出許多具有直接民主精神的各項理論。臺北市政府自2016年推出i-Voting以推動公民參與,本研究選擇了「木柵煙囪圖案由你來決定」此一個案,觀察i-Voting機制在個案中的施行狀況以及可能面臨的限制為何,而對於i-Voting的結果,地方行政機關又是如何回應、以及在地居民的反饋為何。研究發現,在行政機關方,當前i-Voting機制與文化尚未完全融入臺北市政府,這會帶來成本增加、專業與民意抗衡、承辦人抗拒心態等問題;而在地居民方,除了應尊重既存的政策溝通管道,也應注意數位落差、意見領袖與沉默螺旋等問題。研究建議臺北市政府應打造增加i-Voting機制效果的背景條件以及增進i-Voting機制本身的功能,以使i-Voting的直接民主精神能夠貫徹於當前的間接民主體制之中。;Since the 1970s, countries around the world have been faced with market and government failures. The inherent structural limitations of the indirect democratic system are ones of the reasons. To solve this problem, many theories with direct democratic spirit have gradually been proposed. The Taipei City Government has launched i-Voting since 2016 to promote citizen participation. In this study, we chose the case " the pattern of Mu-zha chimney decided by you" to observe result and possible limitations of i-Voting. And for the result of i-Voting, how did the local administrative agency respond and what was the feedback from local residents. The study found that, in terms of local administrative agencies, the system and culture of i-Voting have not been fully integrated into the Taipei City Government currently, which will bring about problems such as increased costs, opposite of professional and public opinion, and resistance of specialist. In terms of local residents, in addition to respecting existing policy communication ways, attention should also be paid to issues such as digital divide, opinion leaders, and spiral of silence. The study suggests that the Taipei City Government should create background conditions that increase the effectiveness of i-Voting and enhance the function itself, so that the direct democratic spirit of i-Voting can be implemented in the current indirect democratic system.
