    摘要: 本研究旨在探討台灣新住民萌芽協會課後輔導措施之實施現況、成效、困境及因應策略。在臺灣,新住民問題日益嚴重,政府針對新住民制定多項政策,如何面對新住民問題已成為政府重要課題,在資源有限的情況下,如何達成更大的社會影響力將成為執行單位與政府的重要課題。臺灣社會投資報酬分析於2016年開始與社會價值國際(Social Value International)接軌後,其年度送交審查報告數量也不斷提升,參與社會投資報酬分析包含了公部門、非營利組織、社會企業、科技公司、銀行等共計28份認證報告,可見社會投資報酬分析已成為臺灣具有公信力的評估方式。本研究社會投資報酬分析,以台灣新住民萌芽協會課後輔導照顧班之相關利害關係者進行分析,利用深度訪談、問卷調查及參與觀察等方式,對參與2020年課後輔導照顧之利害關係者進行研究,探討課後輔導照顧造成之影響與改變,最終分析獲得每投入1塊錢,能創造2.71之社會價值。;The aim of this research explore implementation status, effectiveness, predicament and response strategy of after school tutoring measure of The Taiwanese New Residents Germination Association. In Taiwan, the problem of new residents is becoming more serious. The government has formulated multiple policies for new residents. How to deal the problem of new residents has become an important issue for the government. With limited resources, how to achieve greater social influence will become an important issue for the executive unit and government. Since social return on investment analysis of Taiwan began to connection with Social Value International in 2016, the number of annual review reports has also been continuously increased. In Taiwan, participating in the analysis of social return on investment total 28 certification reports include government, non-profit organizations, social enterprises, technology companies, banks, etc., which shows that the analysis of social return on investment has become a credible evaluation method. The analysis of social return on investment in this research is to analyze the relevant stakeholders of the after school tutoring and take care of The Taiwanese New Residents Germination Association, use in-depth interviews, questionnaires and participating observations to analyze the stakeholders who participating in after school tutoring and take care in 2020 explore the impact and changes. Finally, the research shows that every NT$1 invested in the after school tutoring and take care program will create NT$2.71 in social impact.
