This study formulates an evaluation framework focusing on governance, Information and Communication Technology (ICT), and sustainability, employing the network slack-based measure (SBM) to assess the comprehensive operational efficiencies of 38 major Chinese cities from 2015 to 2019. Utilizing both the network SBM and the Non-oriented Dynamic Slacks-Based Measure (NDSBM) models, the study reveals nuanced efficiency dynamics, incorporating population as a carryover factor in the latter to refine efficiency assessments further. The application of the Kruskal–Wallis test identifies significant differences in efficiency between coastal and inland cities, highlighting that governance, ICT, and sustainability substantially influence urban operations. The National New-Type Urbanization Plan by the Chinese government has spurred sustainable efficiencies across cities. Despite initial efficiency disparities, findings from the NDSBM model indicate a gradual narrowing of the gap, especially as inland cities make progressive improvements. This research underlines the ongoing need to address the adverse impacts of urban development. Governance, ICT, and sustainability are pinpointed as crucial for tackling the multifaceted challenges of urban development. Overall, the study significantly advances the field of urban efficiency evaluation, showcasing the collaborative impact of these key elements and the importance of dynamic assessments in understanding urban efficiency trends.
