    Abstract: 本論文旨在政府機關如何運用「客語能力認證」實施各項客語復振政策,並深入探討當前的客語能力認證獎勵措施,提出相應的政策工具改進和建議,提升行政機關公務人員參與客語能力認證、促使客語接近使用公共服務及推動客語為通行語的觀念。研究對象為桃園市政府為民服務機關的公務人員,使用文獻分析法、訪談研究法及深度訪談法等質性研究方法。依據研究結果提出具體建議,供客家委員會規劃客語認證與客語接近使用公共服務等政策參考。分析得到以下發現與結論:一、對於國家語言、客委會及客語認證制度之認識度高。二、公務人員對客語認證考試的觀感與評價兩極。三、客語在行政機關中的重要性–應以地區性分化。四、以鼓勵取代強制性推動客語能力認證考試制度–實現人民以客語接近使用公共服務權利。五、客語認證獎勵政策之工具分析和改進。
    本論文依據分析結果提出建議:一、比照原住民特考,設置「客家族群特考」,並將客語認證列為報考資格。二、參考原住民進用人員,積極進用「客家族群人士」。三、比照原住民族語言推廣人員設置辦法,增訂「客家族群語言推廣人員設置辦法」。四、將客語初級列為每年必須完成的終身學習時數項目之一。五、公務人員高普考及地方特考「客家事務行政」類科列入客語能力認證資格。六、融合傳統與科技,整合客語學習平台。
    ;The policy instruments of how to use "Hakka Proficiency Certification" to implement various Hakka revitalization policy, also conducts an in-depth discussion of the current incentive measures for Hakka proficiency certification and propose corresponding policy tool improvements and suggestions. Enhance the participation of civil servants in administrative agencies in Hakka proficiency certification. Promote Hakka become public services language and regional Hakka language.
    The research subjects are public servants of Taoyuan City Government′s public service agencies, Qualitative research methods such as literature review, interview research and in-depth interview. Based on the results, specific suggestions were proposed for reference of the Council for Hakka Affairs in planning Hakka language proficiency certification and Hakka of public service. The findings are as follows: 1. High awareness of the national language, Hakka Committee and Hakka certification system. 2. Civil servants’ perceptions and evaluations of the Hakka language certification exam are polarizing. 3. The importance of Hakka in administrative agencies – it should be differentiated by region. 4. Promote the Hakka proficiency certification examination system with encouragement instead of compulsory – to realize the people’s right to access public services in Hakka. 5. Tool analysis and improvement of Hakka certification reward policy.
    Based on the analysis results, this paper puts forward suggestions: 1. Set up a "Hakka Group Special Test" based on the special test for aboriginal people, and list Hakka language certification as an application qualification. 2. Recruit people from the Hakka community with reference to aboriginal people. 3. Comparing with the method for setting up personnel for aboriginal language promotion personnel, the "Method for setting up personnel for Hakka group language promotion" is updated. 4. Make elementary Hakka language one of the lifelong learning hours that must be completed every year. 5. The "Hakka Affairs Administration" subject in the Civil Service College Entrance Examination and the local special examination will be included in the Hakka language proficiency certification qualifications. 6. Integrate tradition and technology to integrate a Hakka learning platform.
