    摘要: 本研究探討如何透過數位轉型優化營業秘密管理流程,提升企業的保密效能與管理效率。以臺灣某國防科技企業為研究對象,該企業面臨營業秘密管理流程過於依賴紙本作業,導致作業效率低下、時程不合理以及風險管理不足的問題。本研究採用問題解決型QC Story作為主要研究方法,輔以直方圖、柏拉圖、甘特圖、魚骨圖及PDCA循環工具,分析現況並設計改善對策。
    在個案研究中,本研究首先對現行營業秘密核定流程進行全面分析,發現關鍵問題包括簽核流程繁瑣、作業時程分配不當及缺乏有效監控。根據問題原因分析,設計並導入一套數位化作業系統,功能涵蓋線上簽核、即時進度監控及文件傳遞加密等多項措施,旨在優化管理流程、減少失誤及強化資料安全性。
      導入改善對策後,研究結果顯示營業秘密核定流程的總作業時間縮短47%,顯著降低因作業時程不合理引發潛在的洩密風險,研究過程亦驗證了QC Story方法在現代企業流程優化中的適用性。
    結論顯示,數位轉型不僅提升了營業秘密管理效能,亦促進組織在高風險環境中的韌性與競爭力。未來建議針對其他企業部門或流程進行擴展應用,以發揮數位轉型策略的長遠價值。;This study investigates how digital transformation can optimize trade secret management processes, enhancing organizational confidentiality and management efficiency. The research focuses on a domestic defense technology company facing challenges due to its reliance on paper-based operations in managing trade secrets. This reliance has resulted in low operational efficiency, unreasonable scheduling, and insufficient risk management. The study employs the problem-solving QC Story methodology as the primary research approach, supplemented by tools such as histograms, Pareto charts, Gantt charts, fishbone diagrams, and the PDCA cycle to analyze the current state and design improvement measures.
    In the case study, a comprehensive analysis of the existing trade secret approval process identified key issues, including cumbersome approval procedures, improper task scheduling, and a lack of effective monitoring mechanisms. Based on the root cause analysis, a digital workflow system was designed and implemented. The system features online approval, real-time progress tracking, and encrypted document transmission, aimed at optimizing management processes, reducing errors, and strengthening data security.
    After implementing the improvement measures, the results showed a 47% reduction in total processing time for trade secret approvals. This significantly lowered potential risks of data leakage caused by inefficient scheduling. The research also validated the applicability of the QC Story methodology in modern enterprise process optimization.
    The findings indicate that digital transformation not only enhances the effectiveness of trade secret management but also improves organizational resilience and competitiveness in high-risk environments. Future recommendations include extending the application of this strategy to other departments or processes to maximize the long-term value of digital transformation initiatives.
