    摘要: 行政院宣示2019年為地方創生元年,透過地方創生與新創結合,企圖重振地方產業、創造鄉鎮就業機會,並促進人口回流。本研究以資源依賴理論為基礎,並以桃園市富岡青旅行為研究個案,研究方法採用深度訪談法、個案研究法、次級資料分析法、參與觀察法等質性研究法,透過訪談地方創生團隊2人、地方政府2人、在地公民團體、在地商家、文史工作者及地方耆老等在地利害關係人各1人,並進行2場參與觀察,以深入探討地方創生政策之資源依賴情形。本研究發現,富岡青旅行地方創生團隊與地方政府、在地利害關係人之間,呈現動態之資源互賴關係,以地方創生團隊為中心,向地方政府、在地利害關係人各方提供其所需之資源,同時,上述協力夥伴亦基於各自的目標、角色或情感,對地方創生團隊回饋其所擁有的資源。而地方政府兼具夥伴與監督者之雙重角色,既需要地方創生團隊提供之施政績效,與地方創生團隊建立長期的互信合作關係,又要維持查核監督之公正性。於是研究者向地方政府提出修訂地方創生計畫、鼓勵政府之地方創生人才留任、結合企業力量提供地方創生多元協助、暢通地方創生溝通管道、推廣地方創生教育等5項建議。另一方面,則建議地方創生團隊加強在地連結與合作、善用公民參與及志願服務、重視在地人才培訓與留任、傳承地方創生經驗,以降低對單一資源的依賴,方能求取生存及永續發展。;Taiwan has been facing population structure imbalances, growing urban-rural disparities, and uneven regional development, much like Japan. As a result, the Executive Yuan declared 2019 as the Year of Regional Revitalization, combining regional revitalization with innovation to revitalize local industries, create job opportunities in towns, and promote population return. This thesis is based on Resource Dependence Theory and uses the Fugang Youth Travel initiative in Taoyuan City as a case study. The research methods include in-depth interviews, case study analysis, secondary analysis, and participatory observation, which are qualitative research methods. Interviews were conducted with 2 members of the regional revitalization team, 2 local government officials, 1 local civic group member, 1 local business owner, 1 cultural and historical worker, and 1 local elder, and 2 participatory observations were carried out to explore the resource dependence in regional revitalization policies in depth. The thesis found that there exists a dynamic resource interdependence relationship between the Fugang Youth Travel regional revitalization team, local government, and local stakeholders. The regional revitalization team is at the center, providing necessary resources to local governments and stakeholders, while the partners also return resources to the regional revitalization team based on their goals, roles, or emotional ties. The local government plays a dual role as both a partner and a supervisor. While it needs the policy performance provided by the regional revitalization team and aims to establish a long-term cooperative relationship, it must also maintain the fairness of oversight and monitoring. Based on the findings, the researcher proposes five recommendations to the local government: (1) revise the regional revitalization plans, (2) encourage the retention of regional revitalization talents, (3) integrate corporate support for diverse assistance in regional revitalization, (4) improve communication channels for regional revitalization, and (5) promote regional revitalization education. On the other hand, the thesis suggests that the regional revitalization team strengthen local connections and collaborations, make good use of citizen participation and volunteer services, focus on local talent training and retention, and pass on regional revitalization experiences to reduce dependence on single resources, ensuring survival and sustainable development.
