近年來隨著都市道路建設日趨完善,民眾對道路鋪面品質的要求 亦日益提高,傳統僅以是否符合施工規範來判定成效的做法已逐漸無 法滿足社會對透明化與量化評估的期待。本研究以桃園市再利用粒料 鋪設道路為對象,採用國立中央大學團隊開發之鋪面檢測技術,進行 國際糙度指標(IRI)、鋪面現況指標(PCI)及抗滑值(SN)等指標 檢測,並納入標線抗滑值進行多面向鋪面性能評估。為建立科學化評 估制度,研究透過專家問卷及層級分析法(AHP)確立各項指標之權 重,進而構建綜合指標評分系統,並以集群分析進行道路分類,辨識 績效表現類型。研究結果顯示,再利用粒料鋪面在平整度、破壞程度 與抗滑性方面表現良好,部分路段甚至優於傳統材料鋪面,顯示其應 用於公共工程具高度可行性。此外,本研究所建構之評估制度亦可應 用於成效式契約與最有利標制度中,提升道路養護資源配置效率,實 現循環經濟與智慧治理目標。 ;In recent years, as urban road development has advanced, public expectations for pavement quality and performance evaluation have increased. Traditional methods based solely on compliance with construction specifications are no longer sufficient. This study focuses on pavement sections in Taoyuan City constructed with recycled aggregates and employs pavement inspection technologies developed by National Central University to assess performance through the International Roughness Index (IRI), Pavement Condition Index (PCI), British Pendulum Number (BPN), and lane marking skid resistance. To build a scientific and standardized performance evaluation system, expert surveys and the Analytic Hierarchy Process (AHP) were used to determine the weighting of each indicator, leading to the formulation of a comprehensive scoring index. Cluster analysis was then conducted to categorize pavement sections based on performance levels. The findings demonstrate that recycled aggregate pavements exhibit favorable smoothness, durability, and skid resistance, in some cases outperforming those with conventional materials. The proposed evaluation framework can also support performance-based contracting and best-value procurement, enhancing budget efficiency in road maintenance while promoting circular economy and smart infrastructure management.
