    Abstract: 社會企業孵化器通常由公共資金資助,在培育應對社會和環境挑戰的永續企業方面發揮關鍵作用。然而,缺乏衡量其影響的實用和基於結果的框架,阻礙了透明度和可信度。本研究透過提出社會企業孵化器影響力測量框架(SEI-IMF)來解決這一差距,這是一個結構化、資源高效的工具,旨在評估孵化計劃對社會企業家和社會企業的多維影響。 SEI-IMF包括三個階段:(1)識別輸入、輸出和結果; (2)透過文獻為基礎的問卷調查來測量結果; (3)利用統計方法進行影響分析。為了證明其適用性,該框架被應用於台灣桃園社會企業孵化計劃(TSBIP)。結果顯示,它對社會企業家產生了顯著的正面影響,包括提高自我效能、增強人際網絡和增加社會熱情。對於社會企業,該框架強調成長、信心和資金支持的提高。本研究提供了一個實用的、基於結果的框架,可以適應不同的情況,確保公共資金使用的更大責任感和有效性,為日益增多的社會企業孵化文獻做出了貢獻。;Social enterprise incubators, often publicly funded, play a critical role in fostering sustainable ventures that address social and environmental challenges. However, the lack of practical and outcome-based frameworks for measuring their impact hinders transparency and credibility. This study addresses this gap by proposing the Social Enterprise Incubator Impact Measurement Framework (SEI-IMF), a structured and resource-efficient tool designed to assess the multidimensional impact of incubation programs on both social entrepreneurs and social enterprises. The SEI-IMF comprises three stages: (1) Identifying Input, Output, and Outcomes; (2) Measuring Outcomes through literature-based questionnaires; and (3) Impact Analysis using paired-sample t-test and demographic comparisons. To demonstrate its applicability, the framework was applied to the Taoyuan Social Business Incubation Program (TSBIP) in Taiwan. Results reveal significant positive impacts on social entrepreneurs, including improved self-efficacy, enhanced networking, and increased social passion. For social enterprises, the framework highlights gain in growth, confidence, and financial support. This study contributes to the growing body of literature on social enterprise incubation by providing a practical, outcome-based framework that can be adapted to diverse contexts, ensuring greater accountability and effectiveness in the use of public funds.
