本研究旨在探討臺灣地方政府於推動族群文化政策過程中,採行契約委外模 式所產生之實務成效,並進一步分析利害關係人對其績效的觀感。當前公共服務 需求不斷增加,而政府人力與資源相對有限,契約委外遂逐漸成為當代治理的重 要工具。在族群文化政策領域,更高度依賴民間能量的參與,以推動文化之傳承 與發展。然而,文化政策本身具有高度抽象性與難以量化等特質,使得契約委外 任務之績效評估面臨挑戰。為解決此困境,學界主張應將政策利害關係人的績效 觀感納入評估架構,以作為補充性工具,進而彌補傳統量化指標不足之問題。 本文以鍾肇政文學生活園區作為研究個案,並透過文獻分析、參與觀察、深 度訪談與焦點團體訪談法等質性研究方法,蒐集並整理不同利害關係人對政策執 行之觀感與評價,進而作為族群文化政策績效評估的實證參考,研究結果發現, 多數受訪者對園區在推廣客家文化方面表示肯定,但同時也顯現出績效評估困難、 課責機制不足、利害關係人參與程度低等挑戰。 有鑑於此,本文分別針對公部門、委外單位與服務接受者提出建議。首先, 公部門應建立具體且可操作之績效指標,以利政策成效之檢視;其次,應強化跨 部門與民間之合作與互動,以提升政策執行的協同性;最後,建構完善的回饋與 課責機制,以增進利害關係人的參與程度與政策透明度。在政策建議方面,短期 之目標為加強委外政策利害關係人之參與 ; 中期之目標係將利害關係人參與的制 度予以常態化與法制化,並優化行政監督 ; 而長期之目標則為優化外部課責模式 與強化評估者的專業能力。 期望透過上述建議 ,能有效提升地方族群文化政策之 整體效能,並為未來相關政策推動提供有益之參考。;This study examines the practical outcomes of contractual outsourcing in the implementation of ethnic cultural policies by local governments in Taiwan and analyzes stakeholders’ perceptions of performance. As public service demands continue to grow while governmental resources remain constrained, outsourcing has become a key governance tool. In the cultural policy domain, civil society participation is particularly vital for cultural transmission and development. However, the abstract and non- quantifiable nature of cultural policy complicates performance evaluation. To address this challenge, scholars suggest incorporating stakeholders’ perceptions as a complementary assessment mechanism. Using the Chung-Chao-Cheng Literary Park as a case study, this research employs qualitative methods—literature review, participant observation, in-depth interviews, and focus group discussions—to gather insights from multiple stakeholders. Findings indicate broad recognition of the Park’s role in promoting Hakka culture, yet reveal persistent challenges, including difficulties in performance measurement, weak accountability mechanisms, and limited stakeholder involvement. The study proposes three sets of recommendations. For public agencies, establishing clear and operational performance indicators and enhancing interdepartmental and civic collaboration are essential. Outsourcing units should strengthen accountability and transparency through feedback mechanisms. For service recipients, fostering greater stakeholder engagement is crucial. Policy goals are further delineated across temporal horizons: short-term efforts should increase participation; medium-term reforms should institutionalize stakeholder involvement and optimize oversight; and long-term strategies should refine accountability models and strengthen evaluator professionalism. Collectively, these measures aim to improve the effectiveness of local ethnic cultural policies and provide valuable guidance for future policy development.
