本研究旨在探討政府機關如何運用「契約委外」方式推動社區發展工作,深入探討地方政府與非營利組織在各契約階段中如何溝通協調,並在契約委外履約過程中如何建置完善管理與監督措施及維持與非營利組織良好的互動,藉此瞭解地方政府與非營利組織的互動關係及影響續約因素,且提出相應改進和建議,提升政府機關推動社區發展工作之成效。 本研究採用文獻分析法、深度訪談法方式蒐集研究資料,與研究對象桃園市政府社會局,以及承辦桃園市推動社區發展工作的非營利組織進行半結構式訪談。依據研究結果提出具體建議,以供地方政府採用委託推動社區發展工作參考。;This study investigates how governments employ contract outsourcing to promote community development work. It investigates how local governments and nonprofit organizations communicate and coordinate throughout various stages of the contracting process, how management and supervision mechanisms are established during contract implementation, and how positive interactions are maintained. Through this exploration, the study seeks to understand the dynamics of interaction between local governments and nonprofit organizations, as well as the factors influencing contract renewal. It further proposes corresponding improvements and recommendations to enhance the effectiveness of government efforts to promote community development. Both related literature analysis and in-depth interviews are used collect research data for this study. Semi-structured interviews were conducted with the Department of Social Welfare in Taoyuan, as well as with nonprofit organizations that undertook community development work contracts from the Taoyuan City program. Based on the research findings, specific recommendations are proposed for reference by local governments considering the use of outsourcing contracts to promote community development work.
