Abstract:	To meet the challenges of changing population structure, inefficient distribution systems, and outdated operational concepts, the Taiwan Government has embarked on a 10-year Commerce Automation Plan to modernize and revolutionize the commercial sector. The strategic management of the transition from the government perspective is discussed here. The identification of the needs, the environment, the opportunity, the objective, and the scope are explained and illustrated. The technology development strategy and implementation results are also addressed. A successful industry case is presented to illustrate the processes and benefits.
