摘要: | 能源是支撐國家經濟發展的驅動力,面對核能潛藏的風險與威脅,地狹人稠的臺灣完全承受不起一次的核災事故。因此,推廣再生能源利用,增進能源多元化,便成為我國推動能源發展政策目標。風力發電屬於再生能源的一種,兼具環保與符合再生能源開發潛力,2012年2月行政院核定「千架海陸風力機」計畫,更加速帶動民間投資風力發電的開發。但由於風力發電的噪音、光影、震動及數量密集的風力發電機衝擊海岸環境生態及保安林原有功能等問題,成為目前風力發電發展上的限制。苗栗苑裡「反瘋車」運動,在地居民強烈表達對風力發電機設置的不滿,一度成為新聞媒體焦點,爭相報導,惟令人好奇的是,為甚麼「反瘋車」運動並沒有延續在觀音地區蔓延擴散。觀音具有閩、客族群過渡性人文背景,本文透過深度訪談方式,探析風力發電對於觀音在地居民環境意識之衝擊,進一步討論在地閩、客族群對於環境調適能力之差異性。並以驅動力─壓力─狀態─衝擊─回應(Driving force-Pressure-State-Impact-Response, DPSIR)分析架構,以經濟、環境及社會等多面向永續發展指標,鼓勵多元民主參與,公開透明的執行過程,兼具保障與回應民眾的需求,營造因地制宜地方永續發展的願景。;Energy is the drive to support national economic development. Regarding the potential risk and threat of nuclear energy, densely populated Taiwan, with limited land, can bear not even one accident of nuclear crisis. Therefore, promotion of renewable energy and enhancement of diversification of energy become the policy of energy development in Taiwan. Wind power is a kind of renewable energy and it is environmental and the potential of renewable energy development. In February 2012, Executive Yuan ratified the program of “thousand sea-land wind turbine” and it accelerated the private investment in wind power development. However, noise, shadow, vibration of wind power and numerous wind power turbines which have impact on coastal ecology and original function of protection forest are the limitation of current wind power development. In “anti-wind turbine” movement in Yuanli of Maoli, local residents strongly expressed their opposition to installation of wind power turbines. It has been the headline and hot news. However, curiously, why didn’t “anti-wind turbine” movement continue and diffuse in Kuan Yin area? In Kuan Yin, there is the transitional human background of Min-Nan and Hakka people. By in-depth interview, this study explores the impact of wind power on local residents’ environmental consciousness in Kuan Yin and discusses the difference of environmental adaption of local Min-Nan and Hakka people. By Driving force-Pressure-State-Impact-Response (DPSIR) and through multi-dimensional sustainable development measures, such as economy, environment and society, it looks forward to the diverse democratic participation, open and transparent execution, guarantee and response to people’s needs and construction of prospect of local sustainable development upon local conditions. |
