    Title: 育成中心經理人與管理師專業技能模型建構之研究;Model of techniques for manager and specialist of incubation center

    Abstract: 自McClelland於1970年代初期提出職能的概念以來,應用此概念所進行的研究大多集中在核心職能與管理職能兩大領域,而專業職能的研究較少,尤其僅針對專業知識與技術;且育成產業的相關研究更以育成經理人為研究重心,育成中心管理師之研究甚少。有鑑於此,本研究將針對育成中心經理人與育成中心管理師所需具備的專業知識與技術之技能進行探討,以建立育成中心經理人與管理師之專業技能模型,本研究著重於專業知識與技術等外顯部份,內隱部分非本研究重點。 本研究經過大量的文獻蒐集,彙整出育成中心經理人與管理師之工作任務內涵,並採取專家會議法及專家訪談法,首先針對育成公司副理、經理人進行第一次專家訪談,根據第一階段彙整之工作任務內容,發展出專業技能基準底稿,作為專家會議之用;並召開三次專家會議,根據專業技能基準底稿,一一探討其工作任務內容與專業技能項目,並訂定出各項專業技能基準的行為式績效指標,以發展出擔任育成中心經理人與管理師所需具備之知識與技能;最後再進行三次的專家訪談,目的在檢視、修訂並建立育成中心經理人與管理師之專業技能模型,以彌補專家會議之不足。 研究結果發現,根據育成中心經理人須執行之14項工作任務中,建立共7項詳細的專業技能基準以及42項專業技能行為描述,發現育成中心經理人的專業技能所涵蓋範圍較偏向具有策略性與整合性的專業能力,而根據育成中心管理師須執行之8項工作任務中,建立共5項詳細的專業技能基準以及26項專業技能行為描述,發現育成中心管理師的專業技能所涵蓋範圍較偏向行政例行性與基礎專案管理的專業能力。本研究於最後並提出實務應用上的建議,以及未來研究之改進方向。 Since McClelland brought out the conception of competency in 1970, most of the related studies focus on core competency and managerial competency. The studies of functional competency are few, especially on technique which includes professional knowledge and skill. And most incubator studies are focus on manager of incubation center rather than specialist of incubation center. Having this in mind, this thesis treats about the kinds of techniques (professional knowledge and skill) which managers and specialists of incubation center should possess, and establishes a model of techniques of manager and specialist of incubation center. The model can apply to recruitment, performance evaluation and training for incubator industry. This thesis collects and analyzes many documents and papers, and organizes the work content of manager and specialist of incubation center. Then holds expert panels and expert interviews to build up and confirm the model of techniques of manager and specialist of incubation center. The result of this thesis founds that there are 7 techniques and 42 behavior descriptions of techniques for manager of incubation center. Most of these techniques are related to strategy and integration. There are 5 techniques and 26 behavior descriptions of techniques for specialist of incubation center. Most of these techniques are related to administration and basic project management. And the thesis gives some advices for applications of actual practice.
