    摘要: 本研究希望能達到下列目的:了解台灣與先進國家數位學習發展現況、指出影響台灣數位學習之因子且評估權重、研擬出台灣數位學習之國家發展策略。 本研究使用內容分析法尋找數位學習發展因子,利用層級分析法建構出層級分析模型,進而得到各數位學習發展因子的權重。再利用SWOT分析配對產生策略,最後利用歐氏距離產生出策略的優先順序。 本研究的結論有三:一、台灣與各先進國家數位學習發展現況探討:利用產業、教育、政府、社會四構面分別與美、韓、瑞典、丹麥做現況的探討;二、影響台灣數位學習之因子:在策略的研擬上,排名前幾名的因子做大方向的策略規劃,如亞洲市場需求、專業能力證照制度、數位學習專才培育制度、學校教育方式、北美市場需求、產業人才訓練方式、學分學位認證制度等因子,換句話說,前述因子為本研究結果中對於台灣數位學習發展上較重要的因子;三、台灣數位學習發展的策略與優先順序如下: 1. 建立數位學習品質評鑑機構,獎勵數位學習業者從事技術創新與高品質產品,進入華語文市場,以亞洲市場為利基點,進軍全球市場。 2. 成立數位學習專才培育制度,增進國際數位學習交流,並確實研擬學校數位學習教學辦法。 3. 研擬教育政策,培養數位學習專才,與能力證照制度相輔相成,並貫徹政策的執行。 4. 持續發展數位學習模式之建構,應用於學校教學,建立學習社群且發展能力證照制度並鼓勵產業人才以數位學習做教育訓練。 5. 研擬數位學習相關政策,獎勵教育訓練服務業者與公務人員訓練使用數位教學,並發展數位學習專才培育制度。 6. 研擬相關數位學習政策,增加企業與政府溝通管道,獎勵教育訓練業者發展,利用學校教育發展學分學位認證制度與數位學習專才培育制度。 7. 建立完整的數位學習教育政策,在學校的正規教育中,逐漸導入數位學習模式,並加強產業人才之數位學習訓練。 8. 提升數位學習產業製作內容與平台品質,研擬未來數位學習導入正規學校教育之方法。輔導企業導入數位學習,增加企業施行數位學習比例,並留意一般大眾對於數位學習的認知偏差等。 This research has three objectives as follows: to understand the recent development situation of e-learnig in Taiwan and in advanced countries; to find out and evaluate the factors of e-learning development in Taiwan; to generate the strategies of e-learning development in Taiwan. The Content Analysis is used to find out the factors of e-learning, and then the Analytical Hierarchy Process (AHP) is applied to get the weights of all factors. The SWOT analysis is used to generate the strategies. At last, the Euclidean Distance is used to calculate the strategy priorities. The results of this thesis are concluded: First, the four dimensions: industries, education, government and society, are used to compare the recent development situation of e-learning in Taiwan with the advanced countries of U.S, South Korea, Sweden and Denmark; Second, in planning the strategies, the factors were deemed more important, such as demand in Asia, certification of expertise, e-learning special talents development, the way of school education, demand in North America, the way of Industrial HR training, education policies, certification of educated degree. Third, to generate the strategies priorities of e-learning development in Taiwan: 1. To establish an organization of e-learning quality evaluation, then to encourage e-learning industry to innovate technique, and to provide product with high quality. Enter mandarin market, base on Asia niche, and then enter global market. 2. To create e-learning special talents development system, increasing international exchange and to truly generate the way of e-learning education. 3. To generate education policy, develop e-learning special talents and complement the certification of expertise, then to put policies into effect. 4. To continue developing models of e-learning in order to apply in schools’ teaching; besides, to establish e-learning communities to develop certification of expertise system and encourage the industrial sector to apply e-learning for educational training. 5. To generate the e-learning related policies in order to encourage training service providers and the governmental employees to apply e-learning and to establish the E-learning special talents system. 6. To generate the related e-learning policies in order to promote the communication between the enterprises and the government and to encourage training service providers to develop the certification of expertise system as well as the e-learning special talents system. 7. To establish a sound e-learning educational policy such that the e-learning model can be applied in school teaching, then to reinforce industrial HR training. 8. To elevate the qualities of the contents and platform of e-learning providers, and to figure out the method of e-learning for the school education as well as to guide the enterprises to a higher ratio of training by applying e-learning, and to pay attention to the cognition and attitude bias from the public to the application of e-learning.
