Tourism means travel for recreational, leisure, or business purposes. Nowadays, tourism industry has gradually become an important role in global economic development. Many countries devote to tourism environment and infrastructure construction, and try to attract more and more tourists. The environment related investment drive the tourism development, and moreover, trigger the economic growth. The efficiency between these transform is the point that we concern. This study collected the data of 31 countries to estimate efficiency and malmquist productivity index on methods of DEA and Malmquist Productivity Index. Also, data analysis by continent and country's GDP segments, namely to explore the relative efficiency. The results of this study were summarized as follows: the efficiency of environmental construction pretty excellent, but the efficiency of the economic conversion is low. It means that sightseeing results can not effectively improve tourism related economic and tourism personnel employment status.
